So... Do you mean parks that are in the city?
Because I think the most beatiful parks are the one's outside the cities.
But if your talking about the parks in the city...
I would say Central Park.

I would say Boston Common is very nice as is the Emerald Necklace Park in Cleveland OH

Millenium's nice, but certainly not the "best". It lacks the diversity of natural landscape and human activity that you find in parks such as Golden Gate in SF, Balboa in SD and Central in NY.
