Probably places where cool people tend to congregate.
Austin is obvious - biggest place for music industry in country, lots of films too, tons of actors, artists, musicians, good weather draws people, lots of nature things to do, etc.
SF is same sorta thing it attracts funky artistic people.
I don't really get why Washington is so high although it is a fine city. It's more a place people go for work not really to "be cool."

How is the biggest music scene in world not cool? If you're not into film festivals music outdoorsy stuff and partying I can see how it wouldn't fit you but i mean that's kinda what cool is.
