Does anybody here know of any other countries in the world where the dominant racial group is that extremely underrepresented among those who are locked up behind bars ?

Your source is nearly 10 years old, and severely outdated. According to 2008 Numbers, Blacks make up approximately 35% (805,000) of the male prison population, Whites at 32%, and Hispanics at 17%, but the fact remains that this is still a problem. Black Americans need a wake up call from within, I don't think there's an excuse good enough to justify why the plurality of prisoners in America are Black American, even though they make up just over 13% of the population.

Getting back to your question, I don't know of many countries that have prison populations with an ethnic/religious makeup that is extremely different from national averages (because these stats aren't always easy to find), but one notable country is France. France is known for not taking racial/ethnic censuses, but they do ask your religion, and it's estimated that 60% of Frances prison population is Muslim, against the 10% national average.

Don't take my word for it though, after all, these are estimates...

Blacks in the UK are 1.8% of the population, but make up 12.1% of the prison population.

That's a much bigger spread than the US, although the absolute numbers are smaller.

Blacks are over 3% of the British population (with some estimated putting them over 5%), and the 12.1% you speak of is largely made up of foreign nationals (eg. immigrants, illegal immigrants, visa over stayers, etc), not Black Britons per se. The situation there isn't nearly as bad as it is with Black Americans.

Well when you have a sizable chunk of the black community living in bad neighborhoods it only allows the problem to get worse. Bad neighborhoods are breeding grounds for crime.

Well in Europe there is a disproportionate number of Arabs and Muslims involved in crime and gangs, including many illegal immigrants. No they are not a majority of the jail population but their involvement in crime and terrorism is far greater than their share of the population. Most of the desecrations of Jewish properties in Europe is not done by neo-Nazis or skinhead racists but by racist Muslim and Arab immigrants.

I don't know about other states but there is a sizeable number of Asian gangs in California, but for some reason Asians are not vastly overrepresented among the prison population in California. Maybe they do a better job of Hispanic and Black gangbangers of not getting caught while committing crimes, LOL.

You can't make excuses for African-Americans in prison. We always have a choice, there are always options. We may not like our options, but they are there. No one aspires to work in a fast food restaurant or cleaning toilets but they are options. As a black woman who has struggled to raise 3 kids by herself...there are no excuses.

I would think the number is high in Minnesota for Asians in Prison.

The Minneapolis/St. Paul area is home to the highest ratio of Asian gangs in the US thanks to the large Hmong community there (statistically Hmongs tend to be more street gang prone than the other Asians).
