Obviously, it would be Colorado. First, any flag that has the state seal, (which I think is the majority), is out of the running. You can't see a lot of detail on a flag (at least not flying on a pole), so a state seal is not a good idea. That cuts the list down to a handful of flags, and Colorado's has a bright, attractive color scheme, a simple clear design, and represents the state well.
Maryland definitely, and it's not just bias. The state is really obsessed with this flag and uses it every single chance they get.

Rhode Island:
All the flags with simply the state steal on a colored background are boring. My least favorite flags would be Georgia and Mississippi. It looks like some didn't get the message that the CSA lost the War...

The North American Vexillological Association (a bunch of flag nerds) has published a good, simple guide to successful flag designs. A poll of their members named New Mexico's the best, with good representation for SC, CO, AK and MD.
