Lots of big cities are full of people out to get each other...however, I must say there are certain more populated metros that have a particularly higher proportion of genuinely nice people who have a care in the world & the people around them:
- Atlanta (to me, much more down to earth and blatantly/ genuinely friendly than Dallas)
- San Francisco (much less attitude than in So Cal cities, full of transients but easy to run into genuinely nice people)
- Portland (full of goodness and non-judgmental, down to earth types)
- Minneapolis (very pleasant and genuine people)
- Toronto (I must throw this Canadian one in, the people there were generally so nice, and considering the size of the place, it is so harmonious & civil- many American cities can certainly learn a thing or two...though I did find Toronto even friendlier than Vancouver or Montreal)

I always thought us Pittsburghers were nice people. They will go out of their way to help you and are down to earth. A lot of it comes from the hardworking blue collar past as helping your fellow neighbors was always a must.

I'll agree with Minneapolis. It's the friendliest big city I've seen of the ones I've spent any amount of time in.

I actually found Orlando to be very friendly when I lived there! Not sure if it's the same kind of friendly you're describing, but it is such a transarea that a lot of people are very friendly and looking to meet new people- since a lot of people are constantly going in and out of Orlando. I was pleasantly surprised by it.

Not even sure if it counts as a BIG city, but just thought I'd add my two cents.

Except for Wisconsin. People in Wisconsin are mean.
