The way it is built. Some of the soulless, cookie-cutter, treeless, cul-de-sac subdivisions being built around Orlando, Las Vegas, Phoenix, and Houston are horrifyingly ugly. Give me a place with character anyday over a big house that looks like thousands of others surrounding it. "Not much vegetation" plays into what I hate about cookie-cutter pre-fab communities.
I'd say "not much vegitation", when there should be some naturally. So housing developments with those tiny trees in places where forests and big trees are native. In a desert place, oak trees wouldn't be expected, so I wouldn't call everywhere in the desert ugly.

Don't forget to add Miami, LA, Atlanta, SD, Dallas etc. if you are going to use the 4 examples that you did.
The way it is built. Strip malls are 'ugly' to me. Housing developments with high walls and melodramatic names are ugly. Hard surfaces (concrete, asphalt) in general are ugly, but they aren't something you can do without. Things that are too symmetrical or have too strict of a pattern are ugly. I like neighborhoods where each house is unique, and commercial areas where land & space are used conservatively, and things are built up, not out. Vegetation is attractive to me, even if it is overgrowth. Spanish moss, azaleas, ivy, oak trees.
Yeah, I agree with the anti-suburban rant posted several posts above. That's why I chose the way it's built.
I don't think a deserted city could be ugly because it is deserted. Certain cities might actually look nice if they were deserted. LA comes to mind when I say this.
I think when you add billboards and strip malls to a city or town it loses it's appeal at least to me.
