I'd say DC....just my opinion. I don't think NYC, and London compare too much though myself. NYC has a much more populous metro.

There are plenty of places that fit your criteria, although most of the great US cities have bad weather, good-weather places tend to be very sprawling. Look at Chicago, Boston, NYC, Philadelphia, Washington, Seattle, and San Francisco. IMO, those are the 7 most urban cities, but every city has very walkable areas, just not to the extent of London obviously.

Boston i would say.

boston is just smaller than London by a landslide.
