Nov-Mar may be a little chilly for the beach in Myrtle Beach. Average highs are below 70. You probably need to go down to at least Daytona Beach to get consistent beach weather in the winter judging from avg temps.

As much as I love Michigan's beaches, the OP asked about an OCEAN beach that is WARM in the winter.

It depends on what end of the Midwest you're on. If you're from western ND SD and NE, then California is the closest. If you're from Kansas, Illinois and Missouri, then it's the Gulf Coast. If you're from Ohio, Indiana or Michigan, then the Carolinas are closest. All are very, very far away.

South Florida and Hawaii are the ONLY places in the US that have "warm" water (above 70 degrees) during winter. Central FL seems to have very nice, warm air temperatures during the day like Tampa and Orlando but the water on either coast seems to cold in winter except to the south. Depends on your definition of "warm" though, if 60's is warm enough for you in winter that opens up the possibility of more places farther north.

I'd go with southwest Florida or definitely the Keys.

I guess the Keys aren't big beach cities, but I tend to get bored with a beach after about 10 minutes. I'm all for Key West though.
