Boulder itself does not have that much of a music/arts scene outside of the offerings of the University of Colorado. I disagree with fruitlassie; I think Omaha might fit the bill.
I think we're pretty much getting more and more sold on Austin. My first pick is Portland, OR, but my wife wants to move to Texas, and Austin is definitely tempting... We're doing our research now. Cross your fingers!
I wouldn't rule out Portland ME either. It's TINY, but it has a unique little arts community all its own. It's very safe as well.
