Default Seeking Recommendations of a safe city that has a strong arts and music culture

My wife and I are in our early twenties and currently live in Birmingham, AL.
She's lived here around 8 years and I have been here less than a year. To say the least, we have been thinking about moving to a new city and starting a brand new life away from everything we know.

We have been looking for a good city to move to and are just sort of frustrated with how daunting of a task it is to find a way to move when a lot of the places are so far away that it's not easy to travel to them to see how we like them.

So I decided to come here for advice.

As I said, we are in our early twenties and are looking for a safe city that has a strong arts and music culture. We aren't overly concerned with the city size, but are thinking smaller than the majors (New York, LA, Atlanta, Miami, etc).

Some of our idea's are...
Portland, OR
Omaha, NE
Chattanooga, TN
San Antonio, TX
Raleigh, NC
Athens, GA
Boulder, CO

...but we are open to more ideas!

Just looking for input. Thanks!

When I think of a midsized metro known for strong local arts and music I think of Austin and Nashville. A "dark horse" to consider might be Louisville's Highlands area. Nashville and Austin don't have anything quite like Bardstown Road (the main street through the Highlands) a 4 mile stretch of road lined with tons of local record stores, restaurants, and shops, although both cities overall offer more local arts/ music/ and eats.

I think Portland, OR would work quite nicely. Very clean relatively safe city with what seems to have good culture (based on first hand experience).

I also think Raleigh would be a nice fit. Based on what I have read on here people seem to really like it after moving there.

Perhaps Milwaukee, but safety would be a little bigger issue there. However most areas are pretty nice, and only a couple bring the crime rates up.

If you're considering Boulder you should add Denver. And Minneapolis.

I don't know anything about Chattanooga and not enough about Raleigh.

I'd scratch San Antonio off the list and add Northampton, MA.

You can cross Omaha off that list. A few indie bands and galleries in the cheesy little downtown district do not equal "strong arts and music culture." Minneapolis, Portland, or Austin would give you far more of what you seek.
