I believe that is still true. Especially in areas that make up Southeast Queens ( parts of Jamaica, Cambria Heights, Lauralton, Rosedale, etc)

What are you actually basing this off of? Considering that the South has the largest black population, the fastest growing black population, and is now becoming the most affluent population for Blacks in the country. Savannah? Over Atlanta? Be real. Boston? In relative numbers, there's not that many Blacks IN Boston.

Going by that Alaska, Hawaii, Kentucky, Oklahoma, and West Virginia seem to be among the "best states" for black students. The best listed among states with a substantial black population would seem to be Alabama, Mississippi, and Virginia. Of those three I'm pretty sure Virginia is the least poor.

Some of the safest majority black towns I found were little towns in Oklahoma. "Safe" cities in Virginia, with a black population over 15%, include

Alexandria, Virginia - Murder rate is nearly US average, but otherwise it looks to have a low crime rate and I believe is a fairly well-educated city. The poverty rate among blacks is about quadruple that of whites, but is below the state's average.

Virginia Beach, Virginia - Poverty rate among blacks in Virginia Beach appears to be noticeably lower than the state average although still over 10%. The murder and crime rates appear low.

But it seems like ATL and DC are the top two hotspots for African Americans by much of the media.
