There's lots of malls all over. If a state has lots of suburbs, there's going to be strip malls all over.

I don't think strip malls are what crisp is talking about.
But anyway................ Who knows, this is such a random question.

Pennsylvania. There is no sales tax on clothing. We have the King of Prussia Mall. Scranton/Wilkes-Barre alone has five malls/lifestyle centers/outlet centers within a quick drive for crying out loud!

My vote goes to a state not on the list, Minnesota. It has the Mall of America for one. I think Minnesota is something like 21st or so in population.

Also, I live in North Dakota just across the border from Minnesota, and this applies to both states. The people in both are Shop-a-holics. I work in retail, and we are always busy. Even now, during the post-holiday period and recession. I have never lived anywhere where people constantly shop and spend money like they do here. Part of it is because there isn't that much else to do, especially during the long, cold, and snowy winter that lasts for 6 months.

Texas, Florida, or California. Each have great malls all over the state with great stores, as well as nice boutiques.
