As an 18 yr old student you need 2 things: safety and affordability. US cities that offer both would include Lexington KY, Knoxville TN, among many others. I live in Lexington and I know you can get a low end studio in a safe area for around $400 - Knoxville would be similar.
I did my best to include cities that meet his criteria. He wanted east coast, south of New York, and a population between 200,000 and 1 million. There are places with lower crime, but they're either too small for the OP or not on the east coast. Atlanta does not have expensive rent.
