Are you kidding me? North Dakota gets TONS of snow. Much of the Upper South actually hits temperatures below freezing more often than you think. Your perception of freezing is likely greater than the average person because of how far north Michigan is.

You have got to be kidding me. North Dakota seems to always get more snow than Minnesota. When they have a major storm, about 90% of the time, it tends to sweep over here. So, they pretty much get hit first, which means they get the most of it.
I'm sure a place like Portland, OR would fit the description. From what I hear, it rains a lot there. But, at least it's not snow.
I think some places in Northern Arizona don't snow all too much, or at least if it does, it melts almost right away. Though, Flagstaff has almost double the amount of snow on average than Duluth does.
Washington DC, it was 17F yesturday 21F this mourning but we gotten I think about 5 inches this whole year of snow fall. Two events one day it was 2in the other was 3. If DC ever gets more than 3-4 in one storm it is considered a huge event. But it still can get very cold. It hit single digits a few times this year with wind chills below zero. Not fun for someone from Miami.
Philly is perfect for you. Cold and windy much of the time, but only 1 or 2 snowstorms a year. I hate the weather here, but it sounds like its exactly what you want. One person's trash is another's treasure i suppose.
Much to the chagrin of snow lovers, Raleigh typically gets very little. Even in the pre-Christmas blizzard that blanketed the mid Atlantic to New England, Raleigh got zippo. It snowed just 30 miles to the NW in Durham but it just rained in Raleigh. This is pretty status quo as Raleigh seems to be just below the typical snow line.
We live in hemet ca we want to move to another state that is cheeper then here not much snow not alot of crime not humid and no tornadoes and suggestions
