Although Las Vegas has a high rate of foreclosures and a high percentage of vacant homes / condos, I'd hardly call it an empty city. There are still hundreds of thousands of visitors per month and the streets of the city are still loaded with activity, it's just that the residential construction industry (formerly one of the top businesses in the area) has shut down after a decade or two of hyperactivity. Empty city doesn't fit the description of Las Vegas, even if 15 or 20 percent of the newer homes are sitting empty.
