Makes perfect sense to me.
Because when the people get wise to the scam that politicians have been running for generations, they would want to inflict capital punishment upon them.
Abolishing the death penalty is a preemptive strike by the predators to escape the consequences of their actions.
Congress did something similar regarding counterfeiting just before they debased the coinage, in 1965.
