The southern states are pretty conservative overall. But if you are looking for the "liberal" spots, you are always best to look to large urban areas and college towns. The most "liberal" areas of the South that come to mind (based on my familiarity with them) are Atlanta, GA (big city), Athens, GA (college town), Charlotte, NC (big city), Asheville, NC (college town), Raleigh, NC (college town), Charlottesville, VA (college town), and Northern Virginia (suburb to Washington DC). Rural areas and smaller non-college towns tend to be much more conservative in pretty much every state, but this is especially true in the south.

Pretty much every state in the South has very conservative views (I would consider Florida to be pretty moderate). However, the South also has a sizable amount of blue (liberal) cities. Some that come to mind are Atlanta (Georgia), Miami (Florida), Houston (Texas), Dallas (Texas), Washington, D.C., New Orleans (Louisiana) and Tampa (Florida).
Stay out of Arkansas, Alabama, Mississippi, and Oklahoma.

Texas is the most liberal. You got Austin, Houston, Dallas, San Antonio and pretty much all of southern Texas. You than have lots of purple or turning blue cities.
