Some areas of the South might have leaves. Anywhere else on the east coast, don't count on it.
I saw the first signs of blooming last weekend when it was warm. But the vast majority of trees are bare. We don't expect leaves here until late April or early May.
Just to be safe, I'd say wait a month. Maybe longer if you're driving, since you will be going through colder areas on the way.

The trees are budding here and the grass is becoming greener.

Lol, I have seen no trees budding out here. It is still going down into the low 20s at night. But the grass is greening and the early spring bulbs are coming up. BTW me and Rachel live in Zone 7 for you gardeners.

Low 20's? wow I've gotten used to the warmth lol I checked the weather today for Long Beach and tonight it said approaching record 42 set in 1964 and I'm from California and I couldn't help but chuckle and shake my head at the same time.

Low 20s??? You must be far out. What area are you in? Even in western Long Island, it's only like 3 degrees cooler than it is here. I look at Levittown's weather (where I'm moving to), and it's usually the same temp as here in Queens, maybe 3 degrees cooler. Not a big difference.
There aren't buds on all the trees, but I'd say about half.
