It's because the East Coast is crammed full of little states while the West Coast is not. It's entirely possible that a West Coast resident may have no idea where your state is, or care.

I would definitely go with the "or care". I have never seen so many people in one place that can't even manage a simple hello when spoken to.

If someone asks me where I'm from, I always tell them CT, not the East Coast. If it's not a direct question and we're just having a discussion, then sometimes I will mention that I'm from the East Coast, or New England. It really just depends on what we're talking about and whether naming the state itself is relevant, or if mentioning the general area I'm from will suffice. I do find that people really confuse the Northeast states, so it's sometimes easier to just be vague.

If asked where I am from, I say I am from Connecticut. I do say I am from the East Coast or New England if the situation calls for it. Some examples:

"Why do you drive that way?" Because I am from the East Coast.
"Why do you like lobster so much?" Because I am from New England.
