I thought University of Delware or Delaware State; one of the two; is in Dover.

EDIT: It is Delaware State. Only 3300 students or so, I guess it is not a big place.

The University of Minnesota is located in St. Paul, but part of the campus is in Minneapolis too.

The main campus is in Minneapolis.

How do you define "main campus"? The UM-Medical Center is located just across the River from the UM-Minneapolis campus, and the Medical Center is much larger than the Minneapolis campus. Then you have the UM-St. Paul campus which is roughly 4 times the size of the Minneapolis campus.

Today's campus has buildings on both banks of the river, but the East Bank (the part in Minneapolis) is the main portion of the campus and covers 307 acres (1.24 km2).

Ah, I see. I was under the impression that the East Bank was actually St. Paul.

I guess if you count Historicaly Black Colleges like Alabama State in Montgomery, Kentucky State in Frankfort, Delaware State in Dover, Jackson state in Jackson and Lincoln University in Jefferson City, they make the cut. Then, you have University of Hartford in Hartford and Rider University is either just inside of or just outside of Trenton.
