Here would be Pennsylvania for 2008, if you were to ignore micropolitan areas and only deduct counties that lied within an MSA:

STATE WITH METRO AREAS: 12,448,279

DEDUCT:
Philadelphia County (Philadelphia MSA): 1,447,395
Allegheny County (Pittsburgh MSA): 1,215,103
Montgomery County (Philadelphia MSA): 778,048
Bucks County (Philadelphia MSA): 621,643
Delaware County (Philadelphia MSA): 553,619
Lancaster County (Lancaster MSA): 502,370
Chester County (Philadelphia MSA): 491,489
York County (York/Hanover MSA): 424,583
Berks County (Reading MSA): 403,595
Westmoreland County (Pittsburgh MSA): 361,589
Lehigh County (Allentown/Bethlehm/Easton MSA): 339,989
Luzerne County (Scranton/Wilkes-Barre MSA): 311,983
Northampton County (Allentown/Bethlehem/Easton MSA): 294,787
Erie County (Erie MSA): 279,175
Dauphin County (Harrisburg/Carlisle MSA): 256,562
Cumberland County (Harrisburg/Carlisle MSA): 229,361
Lackawanna County (Scranton/Wilkes-Barre MSA): 209,408
Washington County (Pittsburgh MSA): 206,407
Butler County (Pittsburgh MSA): 182,902
Beaver County (Pittsburgh MSA): 172,476
Centre County (State College MSA): 144,779
Cambria County (Johnstown MSA): 144,319
Fayette County (Pittsburgh MSA): 143,925
Lebanon County (Lebanon MSA): 128,934
Blair County (Altoona MSA): 125,174
Lycoming County (Williamsport MSA): 116,670
Mercer County (Youngstown, OH MSA): 116,652
Armstrong County (Pittsburgh MSA): 68,790
Carbon County (Allentown/Bethlehem/Easton MSA): 63,558
Pike County (New York City, NY MSA): 59,664
Perry County (Harrisburg/Carlisle MSA): 45,185
Wyoming County (Scranton/Wilkes-Barre MSA): 27,759

NON-METROPOLITAN PA POPULATION: 1,980,386

This means that 84.1% of PA residents live within a metropolitan area, and 15.9% live outside of MSAs.

If we were to also subtract micropolitan areas from this total, only the following thirteen counties of the original sixty-seven in PA would remain untouched:

Wayne County: 52,016
Bedford County: 49,727
Jefferson County: 45,105
Susquehanna County: 40,831
Tioga County: 40,574
Clarion County: 39,989
Greene County: 39,344
Juniata County: 23,146
Potter County: 16,720
Fulton County: 14,935
Forest County: 6,825
Sullivan County: 6,124
Cameron County: 5,266

TOTAL RURAL PA POPULATION: 380,602 or 3.1%
