Flint and Erie have both dropped below that benchmark. South Bend is showing tepid gains, but not looking to go below anytime soon. Hartford is still losing, although I don't think it'll drop below. New Haven is also showing very tepid growth.
South Bend looks to be holding at around 101,000 (2016).
Erie is at 98k, and Flint is at 99k (2016), so they've both dropped below the 100k benchmark. As for Hartford, their 2016 numbers was well above 100k, @ 123,000 approximately.
On the upside, it's not impossible that Albany might actually go back above 100K in the near future.
I'm doubtful Hartford and New Haven will drop below 100K anytime soon. They are both decently above 100k now and there have been some good recent developments. Hartford has had colleges open up downtown in recent years and is getting a commuter rail line. Its diciest recent news was Aetna, one of its main employers, moving its headquarters to NYC, but that's not happening anymore.
Erie should push with its great lakes brethren to do a circle line around Lake Erie with Detroit, Toledo, Cleveland, Erie, and Buffalo--throw in the Canadian side if they're down for it. It can be called the Rimmer. I'd like to believe that everyone would want a ride.

I don’t really consider any of those the “Northeast” possibly Erie, but it’s right on the cusp.
Insofar as Erie is in Pennsylvania, it is by definition "Northeastern."
