I've always associated the PJs with incredible blight and poverty, but perhaps it's just that much more likely to see headlines about the failures of "urban renewal" rather than the successes. Does anyone know of any housing projects that were able to lift people out of poverty or form strong neighborhoods/communities not consumed with crime and poverty?

NYC's projects were once pretty nice back in the 50s and 60s. It wasn't until the white flight that they became crime ridden.
