Best city for raising a Family, change of seasons, average cost of living, stable IT employment?
... to raise a Family (child under 5), change of seasons, average cost of living, stable employment (if there is such a thing?) in IT field.
Not anywhere in Texas, Georgia or Florida.

Omaha. Great schools, even better ones in the suburbs, all four seasons, below average cost of living, the only state in the country to see less unemployment, and home to multiple fortune five hundred corporations as well as new offices for Google and Yahoo! in the metro. What's not to love?

Just out of curiosity, why rule out Georgia and Texas? Atlanta, Houston, Dallas, Austin or San Antonio offer the best for what you are looking for
Other than that, in reality the best places that could come close tothose cities would probably be Omaha, Boise, Louisville, Raleigh or Charlotte.
Good schools, affordable and growing
