Progressive city on east coast (fit in, neighborhoods, live)

I would like to know what city anyone could list on the east coast or midwest, except in the most extreme northern areas, that is progressive, and is somewhere between not overly conservative, but not so bohemian liberal, most would not fit in even if they were a liberal type. I have been told Atlanta fits that description, but then I am told the traffic will make you want to leave the first day you live there. As in progressive I mean, keeping up to some attempt at dealing with traffic issues, a decent downtown, walkable neighborhoods, or greenways, bike paths, parks, a strong economy not anti business but not so at the expense of every inch of land either. It does not have to be a large metro area. I probably described Portland to some extent anyway, but its not in the east or midwest, need some help.

I would say MADISON Wisconsin. But maybe too North and Cold for you???

You might consider the other Portland (ME) - not that cold!

Thanks, yes I had thought of those spots, Its too bad there are not places like that, that are not in the northern extremes.
