For me, the American city would be one from Portland (OR), Los Angeles, San Francisco, Seattle, Miami, D.C., or New York.
The Foreign city would be Rio de Janeiro, Tokyo, Istanbul, London, Paris, Geneva, Cape Town, or Bangkok.
I think the best combination might be Los Angeles and Istanbul.
You?
I live in the NY area now but maybe someday I would try another city like Boston, Washington DC, or especially Seattle. The foreign city I would like to see first is LONDON --- especially for the history! Paris also, but I cannot speak French. As for YOU lol, I can understand Los Angeles easily, but Istanbul? Maybe you have roots there?

I've actually never been to Istanbul (or any of the foreign cities I mentioned for that matter) nor do I have any roots there, but I feel like it would be a fascinating place to live with the whole east/west crossroads. Beirut is another place I forgot to mention. Los Angeles and Beirut or San Francisco and Rio de Janeiro would also be good combos I think.
