That said, anywhere in California is still better than 99% of the East Coast.

Aren't the Japanese mainly concentrated in the Torrance and Sawtelle areas with a few in other places?

IMHO the more important distinction is urban vs. rural. Rural parts of California may have very few Japanese people while some urbanized parts of the New York City area have Japanese expats. There are Japanese weekend schools in/near Philly, Princeton, Boston, and the DC suburbs in Maryland.

Obviously, Hawaii and the West Coast would be the best areas, esp LA ( Torrance section), SF, San Jose and Seattle.

Somewhat surprisingly, Boston has more than you might expect, and Showa University in Tokyo has an American branch in Boston..
