Quiet sun (in terms of outgoing wide band flux), multiple high latitude volcanic explosions in the North Pacific, negative PDO ... these are the known factors. There could be thus far unknown longer range cycles in play. Let's hope this does not last too long, it's not only impacting the NE US. Several other places are suffering from it. If it goes on too long there may be serious consequences.

Down here in Florida, it's supposed to rain all the time in the summer... but it's hardly rained at all this summer. Hot and dry, very little precipitation.
Your "monsoon" has failed ... due to unseasonably cool conditions to the north of you.
There are similar problems right now in SE Asia and NE Africa.
It's been a rather cool summer so far in LA (San Fernando Valley) this year too. I'm not complaining though! Even though it's dry, we get a good many days over 100.
I hope all that rain isn't going to be the general pattern for summer. I heading to NYC first week of August and just hope it doesn't rain the entire time.
And yes its been below normal for at least 2-3 months straight in CA too. I'm sick of these below normal temps on the coast, where's the heat dammit?
I have always loved when we had these nice cool summers in NY. Living in Florida with 100+ heat indexes, I am in heaven to be back in NY with this weather.
This June was the worst weather, it rained constantly. I think it said on the weather around the end of June that we had only had 3 or 4 dry days here since Memorial Day. This past weekend was kind of nice, but the past couple of days has been right back to the rain and clouds, and today it was much cooler out than normal for the summer.
This is also affecting Europe and the western part of Asia. Meanwhile, as I noted in an above post, the lack of interior continental warmth in a number of places has resulted in failures of a number of monsoons. This could end up being a very tight year in terms of world wide grain supplies. There are already over 1 billion experiencing chronic hunger. It's amazing and scary to be seeing something like this in the 21st century. We need another so called "Green Revolution" to increase world wide food supply. Also, here in the developed world, having a supply of emergency food is not a bad idea. The Red Cross recommends a week's worth, I recommend a quarter's worth at least.
