The insanity just overwhelmes me. First, it is very difficult to tell you which to choose because Wilmington is a smaller coastal town with problems galore and Baltimore is a major city with problems galore. The decision will be yours I am sure but I personally would and have chosen Baltimore to call home. Yes, it does have plenty of neighborhoods that people would consider dangerous. But, many parts of the city are absolutely gorgeous and I have witnessed nothing but improvements over the 20 years that I have been here. There is crime, yes! But I personally have never been affected by it. There are plenty of great neighborhoods to choose from.
I am not to familiar with Wilmington. I have two very close friends here in Baltimore who would are from that area and would not move back there for all the tea in China.
But again, it is your decision. If you like a smaller town than choose Wilmington but if you like a larger city, choose Baltimore.
