Tennessee and Alabama have really good drivers. Ohio's aren't so bad either. I drove to Destin, FL and the drivers in TN are so courteous. They don't play games with you and they don't hit the brakes when they don't need to. Even drivers in Northern Virginia aren't so bad.
The worst: PENNSYLVANIA, Maryland, New York, and New Jersey. Pennsylvania by far. During my year of living in NOVA, almost every time I saw a bad driver, there was a MD license plate.

My top 5 cities for the worst drivers:
1) L.A. (Absolute speed deamons, traffic is horrendous)
2) Houston (going across 4 lanes of traffic within 5 seconds almost causing a wreck, also very fast drivers)
3) Miami (HORRIBLE drivers that swerve every which way)
4) Dallas (fast paced, thinks their BMW is invincible)
5) Phoenix (if you go less than 80-85 on the 101, be prepared to be ran over; very fast drivers, tons of accidents caused by carelessness)
Some of the best cities to drive in:
1) Omaha
2) Des Moines
3) Denver
4) Minneapolis-St. Paul (in general)
5) Chicago (traffic may be bad but the drivers are pretty curteous)

That's what everyone in NoVA says 'bout Marylanders, and it's true, despite the awfulness of Virginia drivers.

michigan, Illinois drivers aren't bad, its all of the east coast who drive crazy, and suck. I was in Rhode Island visiting, when a driver cruises thru a red light and hits a old man in a wheel chair, he didn't get hurt, except his basket broke off the front. those east coast drivers are crazy. ohio drivers just suck, there all old fat people, and they can't drive right. it could also be that they're hicks, being that ohio is near the kentucky border.

My friends from Ohio came to visit me last August. They weren't overly thrilled with Virginia drivers, but they thought VA drivers were far better than Maryland drivers. When they finally got out of the car, all I heard was "Maryland Drivers Suck" and "We need beer".

I still think that Florida has BY and FAR the worst drivers, due to the incredible mix of old people, a mixture of northern transplants, recent immigrants, and the slow paced natives. Sounds like a brew from hell on the roads .

LOL, true dat.
Ohio is a major source of hicks, but driving in Pennsylvania and West Virginia isn't so bad. Ohio has attitude that is obnoxious; driving in slower states such as Missouri or Wisconsin isn't nearly as irritating as Ohio.
There are rural drivers in Illinois and Michigan that are slow, but I otherwise love driving in midstate (Peoria/Springfield/Bloomington/Champaign/Decatur; Lansing/Grand Rapids/Ann Arbor/Kalamazoo/Muskegon) and metro (Chicago and Detroit). The larger metros have their larger share of aggressive drivers.

I find Denver driving to be awful. Lots of fast drivers who won't let you change lanes, then move over after you have somehow managed to change anyway; agressive driving, lots of weaving, very poor signage on the roads leading to much confusion.
Minneapolis? They just drive too fast.
Omaha: Ditto. My DH did some informal research on one of our trips there, found the average speed increased across Nebraska from west to east (and is always over the limit).

So being near Kentucky automatically makes you a hick?
