Not always. Lake Placid, Salt Lake City and Calgary hosted the Olympics in the past.

^^ The winter olympics are held in small, not world known cities all the time. After all, probably 95% of major cities cant host the winter olympics simply due to geography

How North America catch two L's, oh well, I think its good that Rio won, a South American City has never hosted the Olympics.
