That's probably because most Southerners don't usually refer to themselves as such. Most Southerners will refer to the state where they are from in most instances first, with people from the big cities saying the city they are from.

Virginia is in the South.

What does that have to do with them being located in the South?

Maryland is a southern state that did not join the Confederacy.

You should brush up on your history about D.C. Particularly the part about why the national capital moved from Philadelphia to D.C.:

Cultural sections in parts of the city does not define Segregation......

It would be segregation if other races were not welcomed into their communities.......

It doesn't, but do think places like Chinatown in NYC (or any other city) and related places were created back in the 19th and early 20th century because someone thought it would be cool or because they weren't allowed to live anywhere else?

Maryland was about as close to Confederate as you could get without actually being part of the Confederacy. John Wilkes Booth was from Maryland and not happy about his home state's status.

Then again, New Jersey was a southern sympathizing state but due to location, found it healthier to stick with the Union side.

We are not talking about 19th and 20th Century....

Again having Ethnic Communities in different parts of the City does not define Segregation in today's Modern Multi-Cultural World....
