I do know people in San Antonio who are fairly liberal by Texas standards and conservative. But I just never saw any of the political activism in San Antonio when I was there ('04 Presidential, '06 Midterms) that is seen in other major like Austin or San Francisco. No massive protests or anything of that nature except the Glenn Beck hoopla earlier this year and some priest in San Antonio which said something about Obama. Obviously I haven't been to every part of the city and like you said there are red and blue precincts, but that is true of every city. The OP asked for overall moderate cities and San Antonio never felt like a city which was big on political activism like San Francisco or Chicago, cities which are up in your face about politics and San Antonio never hit the vibe with me.

San Diego, Houston, Atlanta, Dallas, Denver, Cincinnati, Austin, San Antonio
All of these cities have the "live and let live" mentality, not much of the over the top hysterical in your face liberalism or over the top in your face conservatism

Syracuse, as the city is mostly Democrat and the suburbs for the most part are more Republican. To be honest, you don't really see people on the extreme end, either way.
