Cold? Just winter, or year-round?

Wyoming flat? No, but it is a large state and there are areas that appear to be flat, but not for long.

Alaska is the obvious answer for year-round cold. Anchorage may be warmer than North Dakota in the winter, but the summers are cooler, so it averages out.

The most mild climate in the US is Western WA, and Western OR, with few extremes hot or cold.

I think parts of Hawaii are even less variable in climate.

Kenai, Alaska might be colder than Anchorage if I'm reading it right.
