Chicago is pretty affordable. It would probably meet it best. Other cities like Houston and Dallas are diverse, but the public transport isnt as good as the Northeastern cities or Chicago. Other cities like LA and San Francisco are diverse and have decent transit, but cost an arm and a leg.

Chicago is your best bet!

Oakland, California. A restaurant scene good enough to get national recognition, with particularly strong representation of Californian, Chinese, Korean, Mexican, and Southern US restaurants. Much cheaper than San Francisco and yes there are lots of nice neighborhoods. There are 8 BART rapid transit stations and a half dozen AC Transit bus lines that run frequently, many more that run less often.
