When DE re-booted their sports betting a few years ago, they tried to include single-game wagers, but they were challenged in court by the leagues, and it was ruled that they could only offer the same sort of wagering that they had in place when they last had sports betting, back in the '80s. (That meant parlays only.)

Read up on PASPA (Professional and Amateur Sports Protection Act of 1992) for more info on how this situation came into place. Any states outside of the four grandfathered in by PASPA (NV, OR, DE, MT) would need a repeal of the Act by Congress in order to introduce sports betting. So, for example, any actions in NJ (or the other 45 states) to start up regulated sports betting (e.g. referendums and legislative actions) cannot be enforced until PASPA is repealed.

If you have horse racing, pretty much have off-track betting, except in Texas. They have it in Oklahoma at the casinos. I think Nevada is the only place you can bet on the NFL, etc

Horse racing enjoys certain special treatment; I believe it is still the only wagering activity that is legal across state lines over the Internet (after the industry got a carve-out in the 2006 UIGEA law that effectively cracked down on online poker sites).

When it comes to betting on the sports leagues, NV is it, outside of the Delaware NFL parlay games. Of course, you are free to play "fantasy" games of your choice for money (as fantasy sports, being considered as games of skill, are also exempt from UIGEA).
