I find NYC to be suprisingly open, helpful and friendly. My experience in Philly is the opposite. The Northwest has some of the most polite, yet not friendly.
I actually agree. New York gets the reputation as being rude. Something happened to that city after 911. I never met nicer people than in New York and Philly. Even the cops were super freindly!
The Mountain West, Denver and Salt Lake especially. Visiting from the East Coast it's especially apparent. People in general smile a lot more, make eye contact, act friendly and are overall quite civil.
Cities in the Southwest. Many people have moved here in recent years (like the South), plus with the live-and-let-live mentality, there's a less-likely chance you may be critiqued for living your own lifestlye.
Most cities of the south and southwest have incredibly friendly people (exceptions of course!)
and it's not the fake, backstabbing, polite type of friendly of the midwest,northeast,or west coast.

NYC has changed a LOT since 9-11 in that we've become much friendlier. I don't think we were ever unfriendly, but after the attacks, we're much friendlier I've noticed. If you weren't in NYC prior to 9-11, I don't think it's nearly as valid of an opinion since there's been HUGE changes in the city since then.
