What states or areas have the highest density of light (to simplify matters: anything other than brown) eyes?

Martin-Schultz Scale
Light: grey, (light) blue, light green
Light-mixed: very light-mixed (blue with grey or green or green with grey) and light-mixed (light or very light-mixed with small admixture of brown pigment)
Mixed: mixture of light eyes (blue, grey or green) with brown pigment when light and brown pigment are the same level
Dark-mixed: brown with small admixture of light pigment
Dark: brown (light brown and dark brown) and very dark brown (almost black)

Not sure why you'd classify all brown eyes as light. I have dark blue eyes, my wife's are light brown. So you'd classify mine as light and hers as dark?
