Sorry about your wife's health situation, op. I hope the move helps here feel better. I don't know if I would recommend desert communities. I lived in the desert east of San Diego, and the weather variations inter-day can be drastic (100s during the day, 50s at night) on some bad days. It actually got colder during the winter at night than San Diego.
HOWEVER, I also have a health condition that is worsened by humidity, and on that front I was perfectly healthy during my time in the desert, since it is dry. So I don't know if your wife will have issues mostly with humidity (in which case the desert can be ok) or extreme temperature variations (in which case I would not recommend it).
As many have mentioned, I think San Diego fits the bill perfectly. I believe certain areas of San Diego are relatively affordable, so you should definitely look into that.
