As the year 2009 just ended there might not be stats for it yet.

The following deals with growth from July 2008 to July 2009. It indicates Texas, Utah, and Wyoming were the fastest growing states. Maine, Michigan, and Rhode Island seem to have declined.

Well, I'm not sure they are counting every person coming and going up to the exactly stroke of midnight on Dec 31 but thanks for the US Census link.

I guess I rely too heavily on Google to do my thinking for me sometimes.

The Raleigh/Cary MSA is the latest "fastest growing" metro. Austin TX was a very close second.

Wikipedia just finished updating the rankings for yearly percent growth among states. The census bureau released the July 2009 state population estimates last week.

From July 08 to July 09 the rankings are (from fastest to slowest)...

1. Wyoming +2.1%
2. Utah
3. Texas
4. Colorado
5. TIE Alaska, Arizona, and Washington

The fastest growing metro area is St George, Utah

The western states during the prior decade recorded the fastest growth rates (Arizona, Nevada, Colorado, Utah, Idaho, Montana, Wyoming, Texas,). The eastern states that gained the most in terms of percentages were: (North Carolina, Georgia, South Carolina, Florida, Delaware).
