You
can open bank accounts without a SSN (not all banks will do this but some will - you might have to hunt around a bit) however you can get a TIN (Tax Identification Number) which will suffice in place of a SSN for most purposes (apart from getting a job of course).
It is
technically possible to get an EAD (Employment Authorization Document) if you're an H4 but be aware that this can take literally years. I can't remember off-hand what the process is or why it takes so long but if you do a spot of Googling I'm sure you'll find out. My H4 friend just got her EAD having been in the US for just over 5 years - I'm just not sure at what point she applied.
