I want to find a city that has the following:

1) Women who are attractive, but aren't really all about themselves.
2) A place where people are really friendly.
3) Where there are things to do, but not too much traffic.
4) Not too big, but not too small.
5) Not too hot, but not too cold either.
6) Where people aren't too liberal or conservative, but politically committed.
7) Where people like to read.
8) Where the radio stations aren't crappy.
9) Where it's scenic. You know, with some trees and maybe some hills.
10) Where people are polite but not hung up on etiquette.
11) Where, if I dress a little differently, people won't give me funny looks all the time.
12) Where people are tolerant of beginning bagpipers.
13) Where people are kind of religious, but not too religious.
14) Where people aren't wishy-washy.

Can anybody find a city like that for me?

Number 8 means you'll have to move outside the US or to a very small town. The changes in radio station ownership rules that were made in the 1990s have led to most radio stations in major cities and medium sized cities being owned by a handful of corporations. Those corporations are now in an era of cost-cutting, which means they save money by applying the same cookie cutter approaches to programming all over the country. The "crappy" programming in your current city is likely in every city that has stations owned by those same corporations.

And I suppose it needs to be somewhere affordable, with a low cost of living, and plenty of available, well paying jobs?

Asheville, North Carolina came to mind pretty quickly.

For some reason I also think of Austin, Texas too, but that's without ever having been there so I'll let the people who know confirm or deny it.

You can consider Knoxville, unless you insist that ALL the women be beautiful.

WDVX is a very popular station on the web.

Also UT has WUTK as an alternative to the standard PBS (WUOT).

My favorite station is run by high school students - Falcon Radio WKCS. Wide variety oldies format.

Maybe Syracuse, but it does snow quite a bit. It's a pretty moderate city/area(city more Demo., while the rest of the county is more Repub.). It's has the arts scene and higher educational institutions, but it is known for it's blue collar character. It definitely has the trees and hills that the OP wants. Radio stations are OK: Radio Stations in Syracuse NY , Syracuse Radio Stations - Listen Online

Here's a good place to look for things to do: Syracuse Convention & Visitors Bureau
