Let's see here. These are places I would raise family. Numbered, but in no particular order of preference.

1. Metro Atlanta. Within 30 minutes of downtown ATL, but nowhere in southwest Fulton County, downtown or midtown ATL. North and East Decatur proper are pretty nice. Places in west and south Cobb, south Gwinett, extreme south Hall, Coweta, and Douglas (all of these are counties) are low-crime places with affordable housing, access to nice private (and some good public) schools, and not such bad traffic (as long as you alternate routes and what times you shouldn't hit I-75.)
2. Metro Birmingham, outside the city of B'ham.
3. Dallas/Fort Worth Metroplex: stay away from the cities of Dallas, Irving, Garland, and Mesquite.
4: Metro Houston: stay away from south and westcentral Houston, Galena Park, Galveston, and anywhere within three mile radius of the Southwest Frwy. b/twn I-610 and Sam Houston Tollway. (Got all that?)
5. Austin, TX
6. San Antonio, TX
7. Heck, I give up...practically any place in Texas or Oklahoma
8. Southhaven/Desoto County, MS

Some metros I'd suggest:

Charlotte, Raleigh/Durham, Atlanta, Dallas/Ft. Worth. Lots to do, great economies, low costs of living, and really family-friendly areas.
