The important question is, what can you afford being a 21 yo?

If the answer is any city...I vote for NYC. Because its NYC.

If the answer is most anything, I vote for Chicago as well. A wonderful big city for those on more of a "budget."

For your age I'd recommend SF, Seattle, NYC, Chicago, Boston. If you haven't graduated from college- go to whatever city has the best college you can get into and afford- regardless of location- and then move to one of these cities once you have graduated.
