I can tell you're from/connected to Chicago judging by your "never" list.

Although I am sure they all have their assets, the places that quickly come to my mind when I think of ugh! would be:
1. Anywhere in Texas
2. Most places in the south (except Savannah, Charleston, and New Orleans)
3. Most places in the west (except Seattle, Portland, and San Francisco)
4. Most places in the midwest (except Chicago and Milwaukee)

I see that Phoenix is almost on everyones list to never live in,there must be something about the city that everyone seems to dislike but yet so many people keep moving in, In my opinion Phoenix would be the last place I move to.

I think that's just a reflection of who participates in this forum. Phoenix has scads of elderly/retired folks and lots of young, uneducated people, two groups not known for spending time online.
