Default What Metro Area has the strictest ZONING?

I think many metro areas in the sunbelt have no ZONING regulations at all. The ugly strips of fast food, gas stations, strip centers and concrete seem to go forever. I remember when many of the Cities in the South were forested and so green. Now the green has been replaced by so much ugliness.

I understand that a growing population with materialistic people need places to shop, but I believe progressive Cities can find a way to develop retail in a visually pleasing way.

I wonder if there is any places left that have strict zoning with rules that protect trees, limit strip malls, control building design and save open space.

What Metro Areas have the best and worst zoning rules?

Usually in most of the suburbs that are scattered across the US. Big cities prefer the NO ZONING because it offers a rich variety, culture and distinct flavor. However, on the same note, you most certainly can locate "sections" of any city that have what you're looking for.
