I am looking for a town/village/small city with:

*Good shopping, (Think Lincoln Rd, South beach, '96)

*A Downtown/village area where people congregate (I don't mean criminals and crack zombies)

*Pretty parks,

*Where the natives are relatively friendly, (so that means no NYC)

*-With out being insane (sorry LA & San Fran, I love you, but I don't want to live in you.)

*Diverse (At least somewhat),

*Woman friendly,

*Open to new comers who don't know anyone yet (so that's a no for most New England),

*Charming,

*Singles-ish would be good,

*Financially stimulated,

*But not someplace that's going to rape my wallet every single day...

in the USA.

I own a clothing boutique that is popular where I live, but I am a transplant here and the local culture is very conservative and chilly.
I have been researching for a while, but I'm looking for something smaller, perhaps overlooked, as opposed to the many NYC, LA, Chi, or ATL mentions.

Thank you to anyone who has any suggestions regarding such a place.

How about Watkinsville? Just outside of Athens? Small town, places to gather, drink coffee, meet people. Small shops. Good shopping in the area.
