Default Moving from Louisiana to georgia

I am a single mother of 3 and I am currently trying to relocate to Georgia. Let me first tell the story of why I want to move. When my daughter was 4 yrs old I took her to Spelman college in Atlanta where her grandmother attended. She fell in love with the school and now as she is a junior in high school she wants to attend Spelman after graduation. My daughter is a control freak! She has kept the perfect gpa, school involvments, community service, and challenging courses. I know your like well then you need no help. But the problems that we are low class. I live in section 8 and work to pay bills and provide,as I am a single mother of 3 but I feel as if she needs this move to be able to get in state scholarships like HOPE to pay for spelmans 30k. I would like to know anywhere in Georgia that is absorbing section 8 vouchers. I have looked around but haven't found any. Also can you tell me the process of moving my section 8 from one state to Georgia?

Keep in mind Hope (if you qualify for it) will only pay $3600/yr towards private colleges. Is she starting her Junior Year or about to start her Senior Year?

To get HOPE you (she) must be a Georgia Resident ..

Georgia Residency requirements for 12 consecutive months immediately prior to the first day of classes of the school term for which the HOPE Scholarship is sought.

If you haven't allready I would talk to the aid office there. Maybe get a job working for them, College often give discounts for staff.
