We all know how reliable Wikipedia is (not), but this entry makes some sense and seems to be backed by the text of the legislation:

"The proposed numbering of the highway does not fit within the existing interstate highway grid, but was noted to salute and honor the 3rd Infantry Division, based at Fort Stewart, Georgia."

This is a very valid point that should not be overlooked. We use the interstate systems like we own them (), but the original intent was purely military. And will be in the event of an emergency.
As far as the video goes, the cause is honorable, but skewd at best. The Smokey Mountains are visited by millions each year and, during the summer, the one road in and out is traveled tremendously and is anything but peaceful. Take a guess as to where the 'Smokey' in Great Smokey Mountains comes from. Anyone who actually has had to travel between Knoxville and Savannah can relate to the need for the 'short cut'.
And I do not get the concern about the numbering deal... even numbers go east and west, odd numbers go north and south... it fits in my book. If you build it, they will come.
