Default White, Habersham & Dawson Counties
I've lived in Helen in White County for 30 years. Even without knowing your basic reasons for asking, I'd recommend Habersham County. Better local government, schools, hospitals, shopping, transportation access, etc.

Cost of housing and basic living is way high in White and Dawson Counties, you'd get more bang for your buck in Habersham County.
